Chapter 1 of the Act is entitled "Promoting and demanding". This refers to the basic principle of basic benefits for jobseekers.
Firstly, people in need of assistance who are capable of work should ensure their own livelihood and the livelihood of their family members living with them in a community of need. This means that you have to use your income and assets and your labour to support yourself.
Linked to the principle of making demands is the principle of support. If a person's own resources are insufficient, state welfare benefits are provided to cover their living costs and to support their integration into the labour market. Assistance can be provided for qualification and activation.
The law requires intensive co-operation between the recipient of assistance and the case worker and requires the recipient of assistance to take active action, i.e. to actively exhaust all possibilities to end or reduce their need for assistance.
The competent authorities are the job centres of the Hochsauerland district and the municipalities belonging to the district.
